Mayor James Sullivan informed council of the meeting he had with Blount County Commissioner along with Steve Pass and District Representative Nick Washburn that occurred on July 2 about the tire dump coming to the county and using Hazelrig Road.
Mayor James Sullivan asked council if there was any considerations about the speed bumps that Monica Moorer spoke on last agenda, council asked about installing a speed bump ahead sign.

Police Department- Repairs to the 2018 Ford Explorer internal Water pumps need to be repaired, council voted to fix the parttime car from Eckenrod in the amount of $4900.00. Councilman Chad Pass made a motion to repair 2018 Ford Explorer in the amount of $4900.00. Councilwoman Donna McDougal second the motion, All yes. Motion passed by roll call vote.
Utility Board- Superintendent Steve Pass let council know his 2024 Chevy Truck has arrived.

Mayor James Sullivan presented donation of $3000.00 to the Blount County Juvenile Court. .
Councilman Chad Pass made a motion to donate in the amount of $3,000.00. Councilman Alex Faulkner second the motion. All yes. Motion passed by roll call vote.
Councilman Chad Pass made the motion to pay the $200.00 for the Ad for the Football ad. Councilman Tommy Swindle second the motion. All yes. Motion passed by roll call vote.
Office Manager Michele Sanders approached the council about the possibility of needing to close office from 12-1 for lunch due to a lack of office personnel for July only.
Councilwoman Donna McDougal made a motion to closing the office from 12-1 if we don’t have enough employees to cover office. Councilman Chad Pass second the motion. All yes. Motion passed by roll call vote.
Town Atty Alex Smith approached the council about the lawsuit on delinquent tax payer. After much discussion the council thinks a dismissal is best case scenario on case.
Councilman Chad Pass made the motion to dismiss the remaining $6000 collection from the lawsuit for delinquent tax payer. Council woman Donna McDougal second the motion. Ayes: Donna McDougal Nayes: Abstained: Tommy Swindle Chad Pass Alex Faulkner Motion passed with majority vote.
The Alcohol Board recommended the approval of Arena La Herradura LLC for on premise sell and consumption of beer. With the understanding they must have a license security officer on premise, and suggestion of council to amend the Alcohol Ordinance to reflect requirement of at lease one licensed officer for security. Councilman Chad Pass made motion to approve Liquor License for on premise only for Arena La Herradura LLC, with hired license security officer. Tommy Swindle second the motion. All yes. Motion was passed by roll call vote.

Mayor James Sullivan informed Monica Moorer that he will take this to council for their consideration. Mayor Report to Council: Mayor James Sullivan informed council request of Stapp Homes to waive reinspection fees of 3 houses that failed inspection. After much discussion the council has decided not to waive the fees. Councilwoman Donna McDougal made motion not to waive the reinspection fees on the 3 houses in the amount of $65.00 each. Councilman Tommy Swindle seconded the motion. All Yes. Motion passed by roll call vote.
Mayor James Sullivan presented to raise the fee of Police Department I/O Reports to $15.00 and Accident Reports to $20.00. Councilman Tommy Swindle made motion to raise the Police Department I/O report fees to $15.00 and accident reports to $20.00. Councilman Alex Faulkner seconded the motion. All yes. Park – Updated Bylaws and Meeting is the 1st Wednesday of every month at 5:30. Park Board Elected officials: Justin Ragsdale President Devon Boatright Vice President Ashley Callahan-Sectary
Nate Butler and Gilbert Chacon spoke on renting of fields at Cleveland Park. And will help with the cleanup and repairs of park. Mayor James Sullivan informed Mr. Butler and Mr. Chacon that at this time the town is looking at renovations over at the park and will be in contact with Councilman Alex Faulkner to let them be aware of outcome.

Police Department- the 2 new PD Trucks should arrive on Tuesday June
Utility Board- Superintendent Steve Pass presented with 2 quotes for new truck for water department and for the old superintendent’s truck to be passed down to the recreation and park department and for 2007 Park and Rec truck to be surplus. 2024 Terry Sligh Chevrolet LT $51804.20 plus extra for spray in bed liner 2025 All American Dodge Ram $60,544.99. After much discussion Councilman Tommy Swindle made a motion to purchase the 2024 Chevrolet from Terry Sligh in the amount of $51,804.20 plus spray in bed liner. Councilman Alex Faulkner second the motion. All yes. Motion passed by roll call vote. Updated council that office manager Michele Sanders has passed and is now a certified water operator, James Dobbs will be taking test soon and hopefully have him certified also.
Old Business: Councilman Tommy Swindle brought up the need for grass cutting at the property of Family Dollar/Dollar Tree. Superintendent Steve Pass informed council that he has been in touch with corporate of Family Dollar and they are supposed to be getting the area around facility cleaned up, debris removed, and grass to be cut.
New Business:
Mayor James Sullivan asked council to meet at the County 1 Park for photo under the new sign for the CAWCA grant.
Mayor James Sullivan reminded council of the importance of doing the required 10 hours for the CMO training and The July 18th training at Hartselle.

Mayor James Sullivan presented 2 quotes to purchase a copier at Town Hall. Sharp copier $ 4,572.00 plus the monthly service fee and Xerox copier $5,727.00 plus monthly service fee.

Superintendent Steve Pass presented the rise of cost Blount County Water Authority to increase by .75 per thousand gallons, wholesale rate to be $4.08. After much discussion a $5000.00 donation will be given to Cleveland Athletic Department, and from after this date the Town of Cleveland will give a Check for the Athletic Department at the start of fiscal year for any and all donations to be ear marked from the Cleveland Athletic Department.

Councilman James Bynum spoke about the desk top support for all the computers for the Police Department Eternal Networks (based out of Montgomery).
Assistant Police Chief informed council of the increase of retired officers’ ability to make $37,000.00 to 38,000.00 a year.
A motion was made by Chad Pass and seconded by Tommy Swindle to increase retired police officers pay from 37,000.00 a year to $ 38,000.00 All yes. Motion passed by roll call vote.
Mayor James Sullivan discussed with council he would like to see Officer Pat Thomas to be promoted to Sargent.

Mayor Pro Tem Tommy Swindle informed council that CHS Baseball had approached him about a donation from the town towards a new batting facility at Cleveland High School. He would like to see the donation done in 2 phases due to baseball plans to do project in 2 phases.

Mayor Jerry Jones informed council that we had received a notification that Blount County Water Authority will be increasing by 2% in January 2024.

Mayor Jerry Jones informed council that December 8, 2023 will be the annual safety meeting at the Cleveland Community Center and all councilmembers are invited. Town was gold once again this year and had a great year for safety.
